Renegade Guard returning player

Been away since the start of 5th edition and with life/work had to step away. Now back into the thick of it, doing an army I've always wanted to do. I'm guessing FW items are more accepted these days? I recall having to ask/beg to use them before. Also, the IA13 and Siege of Vraks book, are they allowed at most tournaments and clubs? Hoping so, either way I'm doing this army hehe. I'm going to do something I've never done in this hobby, start off small at 500pts. So here is what I'm thinking for a 500pt tzeentch themed list:

Command Squad 60pts

1 Arch-Demagogue (mutant overlord, chaos covenant - tzeentch, boltpistol/ccw)
4 lasguns
1 autocannon

I'd like to use Primaris Rogue Witch for a more tzeentch feel, but for the sake of learning the rules, ill stick with a mutant overlord and drop in the pysker when I'm a bit more comfortable with the basic rules.

Waiting on a few orders from FW, the renegade torso's are just incredible for basic guardsmen. I figure this group of 500pts can easily be expanded on to 1850 which seems the norm from what I've read. Hoping to have pics of progress as this moves along. I love building things... painting isn't my thing. Thought about dipping them like I did my tallarn guard, but might actually give regular painting a shot.
