In terms of manufacturers:
Exodus Wars has the best Necron proxies (Edenite infantry), and some good Imperial tank and superheavy proxies (Guild Tanks). Really, most of their line could be used as proxies of one sort or another. Edenite heavy infantry cut off at the waist and glued to a 40k Scarab makes a superb destroyer, as well.

Dark Realm Minitaures tanks and infantry are used pretty heavily for Imperial also.

Brigade has a couple factions in their 6mm armor that are suitable, the Neo-Soviet and SAC.

GHQ has a wide variety of historical and modern combat vehicles, but are often considered undersized for Epic.

I believe Reviresco also has some suitable minis in their 'Days of Empire' line, but I don't recall seeing them used offhand.
