Eldar Saim-Hann Craftworld????

I looked all over and cant find a rules set out there for this craftworld. I have seen it before but cant remeber where. Help please!!!!!!

An addendum:
Chroma, the Eldar AC, is in the process of correcting typos in this document. there are none that I am aware of in the Saim Hann list, but he is also entertaining the idea of 1) reducing the cost of Falcons as transport upgrades to +50pt ea., and 2) giving the CC Exarch +1 EA, MW instead of just +1 EA.
The Falcon change is going forward, but the Exarch change is still in flux.
