Tougher to tarpit a unit now?

Page 76 in the rule book states no unit may assault a vehicle that they themselves can not damage, even just by glancing it. I saw a game where Termagants assaulted an Ironclad Dreadnought to tarpit it, but then page 76 reared it's ugly head. I don't think Gants could make that charge and would not be allowed to assault the Ironclad. However they could still surround it and give the Ironclad no choice in the matter.

This then begs the question of could a Marine unit assault a regular dread, but not use their krak grenades and thus have no way to even glance it? Or are the marines compelled to use the grenades in combat. The circumstances where they would want to be tarpited by the dread are extreme, such as finding yourself in a field of 6 rifleman dreads and you don't want to be shot at and they don't want to be in assault.

Termagants should not have charged, page 76 says so.

Marines can assault a dreadnought because they do have a chance of hurting it; you can choose which weapon to use in close combat, so they can choose to not use grenades and thus tarpit.
