I saw this rule on the GW Errata/FAQ.

Q: Does Warptime allow the psyker to pick and choose which To Hit and To Wound dice he will re-roll? (p88) A: No. He can decide after each To Hit or To Wound roll but he must re-roll all dice or no dice.

Does this mean I have to re-roll my successful To Hit and To Wound rolls if I want to re-roll my unsuccessful ones? That would be absolutely stupid, erasing any benefit of taking the power in the first place.

Yes, that is exactly what it means. It's been mega-nerfed in a reversed ruling that is absolutely stupid.

Aw, crap. I loved Warptime! What idiot jerk at GW decides this stuff? Now even less people will want to buy Huron Blackheart's model.
