It's clarified in the BRB FAQ:

Q: If a vehicle moved during its last Movement phase,
but is immobilised by the time a models initiative value
is reached in close combat, what roll is needed to hit it?

(p63)
A: It will be hit automatically

It doesn't matter one little jot how far a vehicle moved previously. If it's immobilized at the time of striking, auto-hits.

Jeff just brought that rule to my attention.

I have always though it works with initiative order.

This new update completely goes against the rule book, but it is the way I have been playing since 5th edition came out....

Sweet! That makes sense to me... if something comes to a screeching halt before I swing that would make it easier to hit it. Plus my plasma pistols usually don't wreck anything before the power fist comes in there to strike.

It actually does not at all go against the rulebook.

"Attacking a vehicle that is immobilized."

This comes first for a very good reason: if this condition currently applies, you need not read any further, and you've found the to-hit roll: automatic.

"Is" is the third form of verb "to be" at present tense. If you be immobilized at the time of striking, then nothing else matters.
